Wastewater Discharge Permits Overview

What a Discharge Permit Is

A discharge permit is the central compliance record for regulated pollutant discharge — most commonly an NPDES (National Pollutant Discharge Elimination System) permit. It connects your treatment plants and outfalls to the federal thresholds they must meet.

Why It Matters

The permit is what lets Klir track compliance automatically. By centralizing facility details, monitoring locations, and limit sets in one place, Klir can evaluate incoming sample data against your permit's requirements and generate your Discharge Monitoring Reports (DMRs) without manual cross-referencing.

Where to Manage It

Discharge permits live under Wastewater > Permits > Discharge Permits. Each permit is the hub for your facility's compliance setup — treatment plants, outfalls, and Publicly Owned Treatment Works (POTW) details all connect back to it.

The Workflow: From Permit to DMR

1. Create the permit instance

Set up the permit record — Permit Number, Version, Type, and the Discharge Points (outfalls) it governs. See [Create & Manage a Discharge Permit] for the full setup process.

2. Define the rules: Monitoring Locations & Limit Sets

With discharge points established, configure the compliance requirements for each:

    • Monitoring Locations — where samples must be taken for each discharge point
    • Limit Sets — the chemical and physical thresholds that apply at each location

3. Track operations with a Monitoring Plan

Link the permit to an active Monitoring Plan, which acts as the operational container for a reporting period — inheriting the permit's rules to organize sampling tasks and incoming lab results. See [Monitoring Plans Overview] for details.

4. Generate the DMR

As sample results come in, Klir checks them against the permit's limit sets automatically. Once your reporting period is complete, go to Compliance > DMR Reports to generate a fully populated DMR — exported as a .csv formatted for EPA submission.

Because every step above runs off the same permit record, your outfalls, limits, monitoring plan, and DMR are always working from one consistent source of truth.
