Setting Up and Managing Reporting Requirements
How to find, set up, and submit compliance reports at the facility level.
Reporting Requirements gives you one place to schedule, track, and manage a facility's compliance reports, whether they come in on a set schedule or as a one-off submission. This article covers where to find them, how to set them up, and how to log a report on behalf of a customer.

1. Overview & Where to Find Reporting Requirements
Reporting Requirements centralize compliance reporting at the facility level. Instead of tying every report to a single permit, you can schedule, track, and manage routine or one-off regulatory reports on their own, so you always know what's due and when.
Where to find it

Navigate to Customers → Customer Facilities.

Select the facility you want to work in.

Click the Reporting Requirements tab.

From there, the tab splits into two working sections:
- Report Schedules – create, view, and manage scheduled report obligations and due dates.
- Submitted Reports – review, audit, and inspect uploaded files and historical data.
Why it matters: Centralizing reporting at the facility level means you're not tracking due dates permit by permit. Everything lives in one tab, for both recurring and one-off obligations.
2. How to Set Up Reporting Requirements
Before you start
Make sure these three things are in place first:
- The facility profile is active.
- Any Checklists you'll need are built in Community Management.
Step-by-step setup

Open the target facility profile and select the Reporting Requirements tab.

Click + Report requirement.
From here, choose the option that fits the report you're setting up:
- Recurring Report (e.g., Monthly/Quarterly SMRs):
- Select Recurring report
- Choose the Report Type (Report types are set up in your environment by the Klir team)
- Assign a mandatory Report Name
- Select an applicable permit from the Permit drop-down
- Configure the start and end dates for this reporting requirement
- Choose the Report Period from the drop-down
- Set the Report Submission Day (Last day of the month or Other)
- Link a Monitoring Plan and requirement set if you're tracking lab parameters,
- When selecting a Monitoring Plan and requirement set, you can select which parameters are being tracked as part of this reporting requirement.
- Click Next!
- Single Report (e.g., BMRs or Violation Responses):
- Choose the Report Type (Report types are set up in your environment by the Klir team)
- Assign a mandatory Report Name
- Select an applicable permit from the Permit drop-down
- Assign a due date
- Link a violation and/or issue (if applicable)
- Link a Monitoring Plan and requirement set if you're tracking lab parameters,
- When selecting a Monitoring Plan and requirement set, you can select which parameters are being tracked as part of this reporting requirement.
- Click Next!
3. Step 2 will ask you to select an Industrial User checklist from the dropdown (optional). Click Next!
4. Step 3 will ask you to select a Utility checklist from the dropdown (optional). Click Next!

5. Click Create to set the schedule and generate the due report placeholders.

3. How to Upload or Submit Reports on Behalf of a Customer
When a utility receives paper records, scanned PDFs, or email attachments from an industrial user, staff can log that submission directly in Klir.
Step-by-step submission
1. Locate the requirement: go to Community → Industrial Pretreatment → Industrial Users (or Customers → Customer Facilities), select the customer facility, and open the Reporting Requirements tab.
2. Launch the submission wizard: under Report Schedules, find the due report, open the Actions menu, and select Report submission.
3. Capture the submission details: enter the Date Sent (when the industry dispatched it), Date Received (when the utility logged it), and any internal Notes.
4. Attach documentation: drag and drop the paper report (PDF/DOCX) and any supporting lab certificates. Uploads support files up to 200 MB. Click Next)
5. Record sample results: Use this step to record any sample results as part of the IUs reporting requirements. Results can also be imported using a template via the manual data importer (Admin → Data Management → File imports)
If no sample was collected or you wish to skip this step, toggle on “No sample collected” to continue.
Click Next.

6. Review the details: Step 3 will allow you to review your submission before submitting. If all looks good, click Submit.
7. Complete the review: Once submitted, you will be brought to the details page for this report submission. To complete your review and lock in the details, click Complete Review at the top right of the screen.


8. Confirm: Click Confirm, and you are done! Your schedule and submitted status will then change.

4. How to Edit Existing Reporting Requirements
Sometimes a reporting requirement needs a change after it's been created, whether that's the whole series or just one report within it. Here's how to handle both.
Editing an entire series
Use this option when you need to update or remove a recurring or single report requirement in its entirety, not just one report period.

Select the topmost row that begins the series (Recurring or Single report).

Click the Actions menu (three dots) for that row.

Choose Edit recurrence to update the report name, permit, start date, end date, or checklist information, or choose Delete recurrence to remove the entire series.

Editing an individual report
Use this option when you only need to make a change to one report within a series.

Find the individual report period within the series.

Click the Actions menu for that report period.

Choose View, Edit due date to reschedule just that period, or Report submission.

5. Deleting Reporting Requirements
Deletion is permanent, so Klir only allows it in specific situations. Here's when a requirement can go away, when it can't, and the best-practice way to handle a requirement that's simply outdated.
When a requirement can be deleted
A requirement can be permanently deleted if:

No submissions exist: no industrial submissions or report instances have been submitted or drafted against it yet.

No monitoring or sample data is linked: for sampling monitoring requirements, deletion is permitted as long as no laboratory analytical results or field sample data have been ingested and linked to that requirement row or set.

When a requirement cannot be deleted
Klir's data validation checks block deletion when:

Submissions already exist: if an Industrial User has submitted or drafted even a single report against that requirement, editing or deleting the requirement is locked to protect the regulatory audit trail.

Associated lab sample data exists: if sample results or historical test evaluations are tied to the requirement, Klir blocks deletion to prevent data corruption or loss of compliance history.

Tied to an active permit or historical audit trail: deleting live requirements tied to historical compliance cycles destroys the legal data trail required under pretreatment regulations (e.g., CROMERR and 40 CFR Part 403).
Best practice: the End-Date method
When regulatory schedules or permit terms change, say you're shifting from Quarterly to Monthly reporting or changing sampling locations, don't delete the old requirement. Use the End-Date method instead:

Locate the requirement: open the facility profile under Customers → Customer Facilities → Reporting Requirements.

Edit info and set an end date: select Edit info on the existing requirement and set the End Date to when the old regulation or permit cycle expires.

Create the new requirement: click + Report requirement to set up a new single or recurring requirement reflecting the updated frequency, submission day, or parameter set.
